Sam Mutch attended the U.S. Naval Academy and remains active in its local alumni chapter. He holds a master's degree in city planning from the Ohio State University. He was on the Gainesville Planning Division staff for seven years, working his way up to planning director for the city. Sam also obtained a master's degree in public administration from the JFK School of Government at Harvard University. In 1992 he started his second career when he graduated from the University of Florida School of Law and became a member of The Florida Bar.

Between 1996 and 2003, Sam served as the local government attorney for the cities of Hawthorne, Keystone Heights, and Waldo as well as the town of Micanopy and Gilchrist County. Sam has a general law practice specializing in land use and zoning law, environmental law, municipal law, education law, family law, probate, business and corporate law, contracts, real estate development and disputes, civil litigation, and alternative dispute resolution.
